All students   2.3: Brief statement from each student member of the
               Submission Team, giving educational background
               (degrees earned/in progress) and research experience
               (e.g., "have worked / am working on XXXXXX project
               to measure YYY by means of ZZZ")
               
Editing Team   Focussed Executive Summary emphasizing science
(TBD)          imperatives, unique measurement strategy, social and
               economic benefits, and training strategy (already
               implemented in proposal phase). Draw on present 1.2.

Megan          1.2: Assessment of real prospects for measuring NO3;
               either we can, and should say how, or we can't, and
               shouldn't mention it at all.

               for referenced and unreferenced statements in proposal,
               e.g., 1.1, first paragraph.
               
Gene           Brief discussion (with ~1 equation) of occultation
               technique for atmospheric sounding.
               
John + Allan   Brief discussion (with ~1 equation) of tomography.
               
David          Figure showing spectral effects of various absorbing and
               scattering species at various altitudes.
               
               Final statements on:
John + Allan   - azimuthal and radial extents of sector over which
               tomography can be done;
David          - limiting magnitude for which 100:1 SNR is achievable;
